If you just deleted the shortcut or unpinned it from the Start Menu, then
1.
Launch  Windows Explorer.

2.
Navigate to folder:  C:\Windows\System32\

3.
Locate file called SnippingTool.exe

4.
Right-click on  SnippingTool.exe and Pin to TaskBar/Pin to Start Menu/Send to -Desktop(create shortcut) depending on what you want.
NOTE: Do not make any changes to the files/folders in System32 or your PC may not boot or experience other serious problems.
If you have turned your Snipping Tool off accidently, then turn it on by:
1.
Click on Start Orb (bottom left) then  Control Panel.
2.
Click on Programs and Features.
3.
On left hand side of screen, click on  "Turn Windows features on or off".
4.
Find the entry called Tablet PC & put a tick in the box next to it.
5.
Click OK.
