Anyway to have taskbar always on top?

I have 2 screen setup, primary(16:9) screen that is clear of any popups or annoyances and secondary(16:10) screen for all of those and taskbar.

I want to be able to do stuff on primary screen, while I have a video running full-screen on secondary screen and be able to click on taskbar.
Now with windows 8 this can only be done if you click on the desktop on other screen.
But problem comes when there's
something full-screen on primary screen, then I'm unable to get to the taskbar unless I go out from video full-screen.

In Windows 7 taskbar always popped on top when clicking anything on other screen, which was sufficient.

And if anyone is wondering why would you have a taskbar showing up on top of the video.
With 16:10(1920x1200) aspect you have plenty of room at bottom or up to have taskbar there while not on top of the actual video.
Also 1920x1200 still allows pixel by pixel
for 1080p videos.

Primary screen(120hz) is used for gaming too, so it really needs to be empty.

Figured out a workaround for videoplayer(vlc), just have it minimalistic (ctrtl+h).
But flash/html5 based players are either very small or eat the taskbar : )

How it worked on windows 7 was kind of perfect.
If you focused on the app, it would go full-screen, otherwise taskbar would be shown.
But can't really go back to win7 as win8 has fixed many tearing and playback-quality issues with 120hz + 60hz(ips) for some
