Applying Restrictions to Excel editing and Saving?

Hi All,
 
Is there any way to apply hard restrictions about saving and editing any excel file by others users.
For example, I have a file that I want others not to be able to edit and save on their PC or anywhere and should be completely in a Read Only Mode. I presume
this can be applied in Powerpoint.
 
Please suggest!
