After installing Windows Malicious Software Removal Tool, now Windows thinks everything is a virus and deletes it

OK, I am having the same problem.
I tried the clean boot and still can't download.
I created a new user account with admin rights and still can't download.
I noticed that all of this happened right after installing newest update of Windows Malicious Software
Removal Tool, now Windows thinks everything is a virus and deletes it as soon as i start downloading.
I restored to a point that should have been before I installed it,but the problem remains.
Is there any way to just turn this feature off in Windows and just
use my own anti-virus protection? I have AVG running and Defender off
