After Windows 8.1 upgrade, can no longer access the control panel.

Original title: Troubles after swithcing to windows 8.1
So it seems after I dd the free upgrade to windows 8.1 I can no longer access my control panel.....once I click on control panel it opens for a brief second then switches to a blue screen and then closes.....I have tried downloading it twice in case it was
a download issue.....any ideas?
